Beijing Tianjin Hebei and surrounding areas. Target indicators. By 2025, the PM2.5 concentration in prefecture level and above cities nationwide will decrease by 10% compared to 2020, and the proportion of days with severe or above pollution will be controlled within 1%; The total emissions of nitrogen oxides and VOCs have decreased by more than 10% compared to 2020. The PM2.5 concentration in the Beijing Tianjin Hebei and surrounding areas, as well as in the Fenwei Plain, has decreased by 20% and 15% respectively. The overall PM2.5 concentration in the Yangtze River Delta region has reached the standard, and Beijing is controlling it within 32 micrograms per cubic meter.

Resolutely curb high energy consumption, high emissions, and low-level projects. The new renovation and expansion project strictly implements relevant requirements such as national industrial planning, industrial policies, ecological environment zoning control plan, planning and environmental impact assessment, project environmental impact assessment, energy conservation review, capacity replacement, total control of key pollutants, reduction of pollutant emission areas, and peak carbon emissions. In principle, clean transportation methods are adopted. Projects involving capacity replacement can only be put into operation after the replacement capacity and its supporting facilities are shut down.

It is strictly prohibited to increase steel production capacity. Promote the integrated layout of steel, coking, and sintering, significantly reduce independent coking, sintering, pelletizing, and hot rolling enterprises and processes, and eliminate outdated coal washing capacity; Orderly guide the transformation of blast furnace converter long process steelmaking to electric furnace short process steelmaking. By 2025, the proportion of short process steelmaking production will reach 15%. The Beijing Tianjin Hebei region and surrounding areas continue to implement “steel based coking”, with a coking capacity ratio controlled at around 0.4 compared to long-term steelmaking capacity.

Accelerate the exit of backward production capacity in key industries. Revise the “Guiding Catalogue for Industrial Restructuring” and study the inclusion of processes and equipment with significantly higher emissions of pollutants or greenhouse gases than the industry average, lower energy efficiency and clean production levels in the list of eliminated and restricted categories. Further improve the requirements for energy consumption, environmental protection, quality, safety, technology, and other aspects of backward production capacity in key areas, and gradually withdraw from restricted gas related industry processes and equipment; Gradually phasing out step by step sintering machines and pellet vertical furnaces, as well as semi enclosed silicon manganese alloy, nickel iron, high carbon chromium iron, and high carbon manganese iron electric furnaces. Guide the orderly adjustment and optimization of industries such as steel, coking, and electrolytic aluminum in key regions

Comprehensively carry out the upgrading and transformation of traditional industrial clusters. Cities with a concentration of small and medium-sized traditional manufacturing enterprises should formulate industrial development plans, strictly approve projects, and prevent pollution from going to rural areas. Develop a special rectification plan for the existing industrial clusters, legally phase out a batch of shutdowns, relocate to parks, renovate on site, and improve and strengthen a batch. Each region should combine the characteristics of industrial clusters and build centralized heating centers, centralized spraying centers, organic solvent centralized recycling and disposal centers, and activated carbon centralized regeneration centers according to local conditions.

Optimize the structure of VOCs containing raw materials and products. Strictly control the production and use of high VOCs content coatings, inks, adhesives, cleaning agents and other construction projects, and increase the proportion of low (no) VOCs content products. Implement source substitution projects and increase the substitution of low (no) VOCs content raw and auxiliary materials in industrial painting, packaging and printing, and electronics industries. Promote the use of low (no) VOCs content coatings for outdoor structure protection and urban road traffic signs. Strictly implement VOCs content limit standards in production, sales, import, and use.

Promote the healthy development of the environmental protection industry. Increase policy support and support the cultivation of a group of leading enterprises in the production and use of low (no) VOCs content raw materials, VOCs pollution control, ultra-low emissions, environmental and atmospheric composition monitoring, and other fields. Take multiple measures to address the chaos of low price, low quality bidding in the field of environmental protection, create a fair competition environment, and promote the healthy and orderly development of the industry.
