The proportion of green and low-carbon industries has significantly increased, and new forms of green integration are constantly emerging; The basic capacity for green development has been significantly improved, and the competitiveness of green and low-carbon industries has been further enhanced. Green development has become a solid foundation for promoting new industrialization.

By 2035, the endogenous driving force for green development in the manufacturing industry will significantly increase, with carbon emissions peaking and steadily decreasing, and carbon neutrality capabilities steadily improving. The green and low-carbon competitive advantages in the global industrial and supply chains will be highlighted, and green development will become a common form of new industrialization.

Focusing on the bottleneck links that constrain the green development of emerging industries, the Opinion proposes to accelerate the filling of shortcomings and weaknesses, and focus on addressing the concerns of sustainable development of emerging industries. Specifically, in the field of new generation information technology, we should guide data centers to expand the proportion of green energy utilization, promote the application of low-power chips and other technology products, and explore the construction of a market-oriented green and low-carbon computing power application system. In the field of new energy, accelerate the research and industrial application of new solid waste comprehensive utilization technologies such as waste photovoltaic modules and wind turbine blades. In the field of new energy vehicles, we will improve the comprehensive utilization system of waste power batteries and promote standardized recycling and graded resource utilization. In the field of high-end equipment, accelerate the innovation and industrial application of key remanufacturing technologies such as additive manufacturing, flexible forming, non-destructive testing, and dismantling, and promote the remanufacturing of high-tech and high value-added equipment. In the field of environmental protection equipment, we will strengthen the research and development of key core technologies in response to new demands such as the treatment of new pollutants. In the aerospace field, actively developing new energy aircraft such as electric aircraft.

Meanwhile, the Opinion points out the need to vigorously develop green and low-carbon industries, and increase the proportion of green and low-carbon industries such as green environmental protection, new energy equipment, and new energy vehicles. Promote the deep integration of industrial Internet, artificial intelligence, 5G and other emerging technologies with green and low-carbon industries. The Opinions emphasized that the enabling role of digital technology in improving resource efficiency, environmental benefits, management efficiency and other aspects should be given full play, such as taking advantage of blockchain, big data, cloud computing and other technologies, establishing a traceability system for recycling links, and promoting the new model of “industrial Internet plus+renewable resources recycling”; Promote the software packaging of green and low-carbon technologies, support the development of specialized software, big data models, industrial apps, etc. in the field of green and low-carbon.
